During their time at school, pupils in England today sit an average of seventy formal examinations, with English primary school children currently subjected to more tests than in any other country. The results of these exams are used to scrutinise them throughout their academic career and when applying for jobs. However, new research from the Chartered Institute of Educational Assessors (CIEA) reveals that the overwhelming majority of UK adults - over three quarters (77%) - agree that their performance in exams does not reflect their true abilities.
The theme of the conference will be quality assuring assessment and embedding good practice and its timing has been planned to coincide with what would have been the start of the Key Stage 3 National Curriculum Tests. Independent Review Recommends Key Stage 1 teachers should be involved in the moderation of Early Years (EYFSP) assessments. The CIEA read the Primary Education (interim) Executive Summary and Report; from both an assessment-specific perspective and as the organisation that will accredit the forthcoming Early Years Foundation Stage Moderator Registration Scheme in 2009; with great interest.
QCA's Chief Executive, Dr Ken Boston, announced on the 14th December 2008 that he had submitted his resignation to the QCA Board. He said: "In the summer I apologised to pupils, teachers and parents for the failure to deliver the key stage test results on time. I repeat that apology today. "The performance of ETS Europe in 2008 was quite unacceptable. The contract was terminated in August. ETS Europe paid £19.5 million back to the taxpayer and, rightly, apologised for their own failures. Ministers have abolished the national tests for 14 year olds, and I welcome the government's commitment to look at better ways of assessing pupil performance.
Lord Sutherland of Houndwood has published the report of his independent inquiry into the late delivery of key stage 2 and key stage 3 National Curriculum test results this summer. Lord Sutherland said of his thorough and far reaching inquiry: "In July this year, around 1.2 million pupils learnt that their National Curriculum test results would be delayed. Since the summer, I have identified reasons for this failure and sought to understand the impact it has had on pupils and schools. In my report I seek to make constructive recommendations for improving the delivery and management of National Curriculum tests in the future." Each month the CIEA communicates educational assessment focused events and training courses that are taking place around the UK.
